China's urbanization strategy is advancing steadily. The data shows that at present, the urban population is 77000000, but there are only 654 cities, of which 160 are cities with a population of more than one million, while less than 18% are small cities with a population of less than 200000. Hu Xingdou, an economics professor at Beijing University of science and technology, believes that "China's cities, whether large or small, are too few in terms of quantity, and there is an urgent need to develop small and medium-sized urban agglomerations." This is also the path of "China's urbanization version 3.0" - from the past to focus on the function of cities and towns to the surrounding small towns, small cities diffusion. In this way, for the rapid rise of small and medium-sized cities, the problem of urban management has become the primary problem of urban managers.

In recent years, great changes have taken place in many cities: the transportation infrastructure has been improved continuously, new parks have been built all over the districts, and many public schools and hospitals have been expanded and relocated. However, as a rapidly rising small and medium-sized city, it is often faced with the coexistence of rapid economic development and imperfect and incomplete urban management, such as the nonstandard urban management, the occupation and management of land by tourists, the disorderly parking of non motor vehicle roads, and the random damage of public facilities, All these phenomena show that the civilization level of a city is not suitable for its economic development level, social service and management level. Therefore, modern management needs major reform. We should fundamentally establish a new model of urban development and progressive management to ensure that the spiritual civilization construction and social civilization construction of these small and medium-sized cities run on the same track as economic construction. Based on the development and management needs of various aspects, many small and medium-sized cities have established digital management supervision and command centers. At the same time, digital integrated management platforms have emerged. "Digital city management" is to process, analyze and manage all urban components and event information by means of information technology and mobile communication technology, through multi department information sharing A new mechanism of supervision and disposal of urban management and public services with fast communication, in place responsibilities, timely disposal and efficient operation has been established through collaborative work.

The workflow is as follows:

First of all, determine the collection personnel and divide the case collection area by grid;

Then, the staff collect the irregular events along the street every day, take photos and collect the irregular events that affect the city appearance and residents' life in the city through smart phones or cameras, upload them to the platform to form a case, and then distribute them to each responsible unit;

Then, the relevant responsible units, i.e. all bureaus and offices, send staff to rectify on the spot, and feed back the processing results to the digital command platform;

Finally, the digital command center checks the cases fed back by each unit and files them. The unfinished cases are also recorded and filed and dispatched again.

The change of small and medium-sized cities proves that the digital integrated management has realized the efficient management mode of multi department combination, fundamentally changing the working mode and method of urban management department, not only establishing a good image of urban management service, but also constantly improving the working and living environment of citizens.
